Mr. Neutras Consul,

As promised, this government is delivering on having a reform in the area of Justice. We wish to change three things as shown in our three proposals.

Firstly, proposal one is allowing police to search a person or property without their consent if it is on reasonable grounds or if they have a warrant. This is better than the current standards because imminent danger means something that is about to happen. However, in Law and Order, there are things that can pose a threat or capable of doing so without being in imminent danger. This may be capable of causing a lot of danger but it may happen unexpectedly when the danger is not imminent. This proposal states that the police officer must have "reasonable grounds" and this means evidence or proof. Criminals can only be accused by evidence against them, so this should be the same scenario for searching as it may pose a threat to many Selucians. If the police officer is in the wrong, they will be penalized and may be forced to compensate the searchee. We recommend that the police should use warrants when there is a large raid with significant amounts of planning involved and if there is time.

For proposal two, members of the Capitale Imperirum should only be exempted from civil or criminal liability if it is in response to Selucian politics. Things politicians do outside of hours and unrelated to politics should not give them any exemption over other Selucian folk.

Finally, we believe that provinces can impose curfews as emergencies are likely to affect a province rather than a nation. The curfew could be for nightfall.

These changes will benefit many Selucians as it gives Selucians a fair platform, local governments the power they deserve and allows justice to do it's course.
