This is an act to direct the Minister of Education & Culture to conduct a national census. Upon passage, the Minister of Education & Culture shall submit a bill with the updated Census figures.

HISTORICAL SUMMARY of 3600 to 3610:

Solentia (or Solent) has been for the last three decades under the rule of the increasingly popular Grand Democratic Party (formerly the Democratic Party). The Democrats made a return to national politics in 3578 as they gained the Consulship (formerly the Dogeship) and launched an aggressive campaign to reform the nation. The Gilde, however, was able to maintain its majority, keeping the Liberal and Democratic parties from gaining the few votes needed to gain a 2/3 majority in the Senate.

3602 signaled the lefts impending victory as Liberals and Democrats together captured 2/3 of the senate and the Democratic candidate for G. Consul won 58% to 42%. The ensuing years saw the decline of both the Gilde and the Liberal party as they lost popular support and became apathetic about their election prospects.

In 3605, the Gilde made a slight comeback as the voters of the Liberal party split after it became defunct. Democrats won 411 seats and the Gilde increased their control from 241 to 339. Despite their growth, the Gilde capitulated and refused to vote on any bills, essentially allowing easy passage. The GDP took this opportunity to pass their landmark reform bills, joined the Majatran Union, as well as balancing the budget and a much needed overhaul of the tax code:

CULTURAL INFLUENCES

It was during the past three decades of GDP rule that demographics have made a major shift, with some pushback from white solentians. Channese (asian) immigrants, upon hearing of the success of the Chann family in Solentia, flocked to the states of Fuwan, Nukeya and Shinatawa in search of opportunities at a better life. The GDP attempted to pass a massive immigration reform bill to accelerate the immigration process but it was one of the few bills that the Gilde had voted down. The GDP plans to make another attempt at massive reforms, which will essentially open the doors to any immigrant to become a citizen of Solentia simply by settling within the nation.

HISTORICAL SUMMARY of 3610 to 3620:

The past decade has seen continued Democratic dominance of Solentian politics. During the height of their power from 3610-3615, the Democrats passed a massive immigration reform bill known as the "Solentian Peace & Immigration Act of 3610" (http://classic.particracy.net/viewbill.php?billid=400830). The bill opened up the borders, stripped away travel and immigration restrictions and allowed anyone residing in Solentia citizenship.

The Grand Democratic Party however experienced a rift when the Nukeya faction of the party overcame the Fuwan faction and won overwhelming majorities in the party structure. The rift spilled out into the general election, leading to the loss of its senate majority and the meteoric rise of the Solentian Nationalist Party. The GDP still held on the the executive branch but only due to the absence of a Nationalist candidate.

CULTURAL INFLUENCES

Upon passing the immigration bill, huge demographic shifts ensued and Solentian became a hub for immigrants.
