Description[?]:

Article I.) The Autonomes Königreich Grozvic (Autonomous Kingdom of Grozvic) will have autonomy over their own regional concerns in exception for matters pertaining to National Importance.

Article II.) Grozvic will continue to have the same obligations to the Federal Government as all other Landers.

Article III.) The Federal Government recognizes Grozvic's right to self-determination and will be able to determine its own regional government structure and can change their structure based on a 2/3 Supermajority vote within their regional government.

Article IV.) Grozvic will be allowed to construct and maintain their own armed forces, with its own command structure to be subordinate to the regional Head of State. This regional force can be nationalized by the Federal Government during time of War and National Emergency, which will be put under the command of the OKB and Federal Ministry of Defence.

Article V.) The Grozvic government will recognize and allow for the Federal government to continue to operate bases for the use of the Federal Armed Forces, known collectively as the Bundeswehr. The Grozvic regional government will not be able to command these forces, nor give them orders without direct permission from the Federal Ministry of Defence or OKB's authorization.

MessageThis will be the negotiations between the delegation from the Autonomous Kingdom of Grozvic and the Bundesregierung for which powers will be handed from Federal control to their regional control because of their unique status within the Republic. We openly the floor to the delegation from Grozvic to discuss which powers they believed should be devolved to them.

MessageWe believe that the Kingdom of Grozvic should be given the same rights as a regular Lander, but be given the right to raise a standing army that is separate from the Armed Forces of Dundorf. I know that there has been major push against allowing the kingdom this right, but you must understand that we in Grozvic believe that a small defense force would be necessary if ever there was an invasion of Grozvic. The DKLP already have a paramilitary force that already has a positive impact on the Grozvic people. They have always been the first to respond to natural disasters and security concerns whenever they arose in the past. Plus they have been the sworn protectors of the Stanfelj family ever since Lukas Stanfelj. The King is open to the idea of allowing Dundorfian bases inside Grozvic, but they must have a overwatch committee chosen by the Reichstag of Grozvic. In return, the Knights of St. Paul shall be overlooked by a committee from the Bundstag.

MessageAs it currently stands if Grozvic was to be invaded it would be an invasion of the Bundesrepublik as a whole and the entirety of the Bundeswehr would already respond. As there are already federal troops stationed within Grozvic, and as you have already pointed out Lord Kohl the DKLP has an active paramilitary force within Grozvic that works actively within the Lander so why must any additional defensive forces be required? Who does Grozvic fear if they know that if invaded the Bundeswehr forces currently deployed would defend them?

As well on the point of paramilitary force, how does the Grozvic Delegation respond to the fact the Federal Branch of the DKLP recently voted in favor of outlawing all paramilitary forces... which would include the Knight of St. Paul? And what would they do if we end up voting against allowing Grozvic their own regional military and paramilitary organizations like the Knights are required to be disbanded?

MessageWe are not asking for a new defense force, but rather for the Republic to recognize the Knights of St. Paul as the military force of Grozvic. If this were to be done the DKLP would renounce all control over the Knights and allow for the Kingdom's government to appoint the leaders of the Knights.

Our citizens and leaders believe that Landers should maintain a defense force of its own to protect their own rights'. We have seen sweeping powers given to the Federal Government that have put us on edge to defend ourselves and our way of live.

This delegation was forced to make a difficult decision between going against the Knights or against our very own foundation. We have proposed an amendment to counter the SUB's amendment.

MessageThe Federal government had long observed the Knights of St. Paul as a de-facto defence force in areas of DKLP influence. If the Grozvic Government is willing, we are willing to accept the KSP as long as the KSP are willing to be under Federal Oversight under the auspices of the OKB or OKH and follow a proper chain of command with the OKH with, at the very least, official command over the Knights. Otherwise it may be better off for them to remain a paramilitary force to be used the Stanfeljs as they always have, and the Federal bases and troops merely remain where they are.

MessageWe can agree to these terms if the King is still given the role of Commander-in-chief of the KSP. This is a more symbolic role for the crown to hold in any kingdom.

MessageWe would accept that without any reservations.

If the military issue was the only outlying issue of the powers needed to be devolved to the Grozvic Imperial Government then we shall fill in the actual terms of this bill and will set a date for this to go before the Bundestag after the elections in August.
