Sponsored by Kokkai Riku Yori, Chairman of the Homeland Security Committee Ladies and gentlemen of the 180th Kokkai of this great nation, I propose a bill to help when we have a terrorist attack and to update the number of Military Personnel in the States. Section 1. Tax Cut When a city is attacked by a terrorist group of any sort, the government shall and will provide some kind of relief for the citizens. The Kokkai will send out a new tax report for the city that got attacked by terrorist groups, having the citizens only pay at least 10% tax rate for the next 6 months instead of the regular 50%. Lets keep this in mind that this means that we can't tax them higher than the original tax rate. Taxes on the luxury items will also change to 0% for the next 6 months as well. Corporations in the area will only have to pay 10% less than the regular tax rate. Section 2. Insurance Refund The city attacked will receive an insurance refund and the citizens are not required to pay the insurance bill for 2 months. The amount the insurance refund the citizen shall get is determined by the regular price the individual pay for the insurance and times it by two. This will only happen once and that will come in a month of the attack. Section 3. State Duties By the order of the Kokkai, the state that city was attacked will receive a fund of 500 Billion SEK from the Sekowan Treasury only once, even if another city is attacked. This is to help the citizens get back on their feet and rebuilding the communities to a stable state. This does mean that the State will have to send the Department of Finance a receipt over all the products bought, used, etc. The Federal Government will appoint a member from the Board of State Affairs, and 5 Federal Government employees of the Department of Internal Affairs to supervise the whole project, making sure that everything is done by a certain time and that the money is spent properly. Section 4. Increase of National Guards in the State At the current time, the States have a total of 40000 National Guard Troops protecting the State. The Defence Department will have the power to train more at its own will. The number of NG Troops in the State shall go up to 50000 Troops. The President can also allow for military personnel to be stationed in a State during an attack, before, and/or after the attack. The Governor may also request for some military officials in the State, but must have a liable reason why. Section 5. Conclusion Given the details and benefits, the States and the Federal Government must work together during this time period. This also benefits the citizen. Once passed, this will immediately take effect. |
