This Act establishes special guidelines and penalties to prosecute the perpetrators, and provide assistance to the victims of sexual, physical, emotional and psychological abuse.

Amendments:

- New Section 2 (gender neutral definition of rape) added to Article 7 (Rape).

Article 1.
Domestic Violence shall be legally defined as violent sexual, physical or psychological behavior perpetrated against a member of ones home. This encompasses abuse of a spouse, parent, child or elder.

Article 2.
The Ministry of Health and Social Services shall establish an agency called the Domestic Violence Response Task Force. The responsibilities of this task force will be as follows:
A.) To work with Law Enforcement in building cases against perpetrators of Domestic Violence.
B.) To provide comprehensive assistance to victims including counseling services, rape response services, emergency shelter during times of crisis, and adequate protection from future abuse and violence.
C.) To work in public and private schools to identify cases of Child Abuse; all schools will be required to have at least one Social Worker assigned at all times trained in identifying cases of abuse.
D.) To establish national Sexual Violence campaigns to educate the public on issues of Sexual Violence.
E.) To work in Elderly homes, Convalescent homes, and Orphanages in an oversight capacity to watch for cases of abuse.

Article 3.
All employees of the Federal Government of Hutori will be hereby required by law to report all cases of Domestic Abuse against Children, the Mentally Ill, and the Elderly to Social Services or Law Enforcement.

Article 4.
People can legally make the decision to consent to sexual activity starting at the age of 13. Those under the age of 16 may only engage in sexual activity with partners that are aged 13 or over and within 5 years of their age.

Article 5.
Repealed.

Article 6.
The Ministry of Health and Social Services is instructed to establish secure emergency shelters for victims of Domestic Violence in every municipality within Hutori.

Article 7.
1. A person found guilty of Rape shall be sentenced to a minimum of 25 years of incarceration.
2. Rape shall be legally defined as forcible sexual relations with a person against that person's will.

Article 8.
1. The Ministry of Justice shall establish a National Sex Offender Database, accessible to all citizens of Hutori.
2a. Persons registered on the National Sex Offender Database shall be prohibited from working with minors and vulnerable adults.
2b. A person registered on the National Sex Offender Database who is found to be working with minors or vulnerable adults shall be sentenced to a minimum of 15 years of incarceration.
