MessageThanks to the healthy surplus we have every year, Article Four is of no concern, though we would ask the SUB in future make suggestions directly to the Finance Ministry about tax or income changes, so they know whether the national budget can sustain the hit of lost revenue or not. Beyond that note we can agree to all Articles, save for Article Two, which we would prefer remain in the hands of the local Lander governments.
