Bill: Head of State/Head of Government Act - PN proposal

Details

Submitted by[?]: Parti Nationaliste 🌞

Status[?]: defeated

Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Voting deadline: December 3803

Description[?]:

The PN proposes to divide the functions of the elected Head of State (the Vice-roi which represents as the adviser for the royalty) and the Head of Government which is the Premier Ministre. However, the party would like to increase the power of the ceremonial Vice-roi by having the right to form and propose a Cabinet which in turn will require a majority vote in the Royal Senate.

MessageEveryone must be able to propose a coalition, because the King/Viceroy may favour some parties or candidates. Similarly, in a hung parliament situation, everyone should have the ability to try to form a coalition government.

MessageThis is in compromise with dividing the functions of the Viceroy and the Premier Ministre. We dont want the popularly elected Viceroy to lose some power.

But we will stick with the PHD in having a popularly elected Premier Ministre.

Random fact: Parties have the ability to endorse another party's candidate for the Head of State election (if there is one). This adds a strategic element to the elections.
