Being a loyal subject of the Empire, it is my decision to address you, honoured representatives of the Great Houses and especially my Sovereign, to inform you all of an offer that has been extended to my House, and by proxy, the Empire itself, by Abdlmecid Ám'ádsrmko Kamék, Yabek and personal representative of the Khagan of the Jelbic Peoples in Barmenia.

The Honoured Representative of the Khagan and Jelbic Peoples has made it clear that his Empire is in dire need of upgrading its present military capabilities, and wishes to enter into business with my House to do just this. It is, of course, already Imperial Policy to support the Jelbic Empire, but I am loathe to take any action that may compromise the Holy Will of Her Heavenly and Imperial Majesty.

As such, I request the permission of the Sovereign of the Eastern Sun, before negotiations begin.
