Whereas local governments would be able to handle public parks with much greater efficiency and would be much closer the peoples desires for there parks.

Local governments will be restricted from totally removing parks and marine areas. Parks may be given national protection under the department of environment and tourism, and local governments must maintain at least a quarter of the current parks and protected areas.

MessageMy niggle here is that what is to stop local governments from simply getting rid of the local parks and protected area. If there is some sort of clause requiring a certain level of the network to be protected from local government decisions I think I could support this. Otherwise I'm a No.
