The line of succession to the Indralan Throne is a partial list of the people in line to succeed to the throne of Indrala. The succession is regulated by the Statutes of Indrala, Chapter 307384 (http://classic.particracy.net/viewbill.php?billid=307384), which limits it to the members of the Imperial House of Deng-Liu, the senior branch of the Imperial House and Beiyial Clan of Deng, as determined by agnatic primogeniture and legitimate birth.

THE PRE-3812 IMPERIAL CONSTITUTION

I. The Holy Emperor
Article 1: The Holy Emperor must govern by virtue, in both himself and others.
Article 2: The Holy Emperor should govern the least amount possible, allowing for things to run smoothly and to avoid micromanaging.
Article 3: The Holy Emperor is the Son of Heaven, thus the mediator between Heaven and Earth. He shall be the head of the Indralan folk religions (Heaven Worship, School of Jien Fu Shi, Qamido, School of Ma, School of the Five Elements, and School of Yin and Yang).
Article 4: The Holy Emperor has total authority. He must always be obeyed and respected.
Article 5: The Holy Emperor must heed the advice of His loyal ministers when wrong. He must also be courteous to those below Him, as well as avoid arrogance.
Article 6: The Holy Emperor must judge the performance of His ministers.
Article 7: The Holy Emperor must reward good ministers and punish bad ministers.
Article 8: The Holy Emperor's name must never be tarnished.
Article 9: The Holy Emperor must be knowledgeable, smart, and a good person. He must always strive to improve upon these three principles.
Article 10: The Holy Emperor must always be in the company of talented advisors when governing. He should always value talent and seek the advise of the talented frequently.
Article 11: The Holy Emperor must rule by the laws of Heaven, for those are the only true and pure laws.
Article 12: The Holy Emperor must love the people and practice benevolence.
Article 13: The Holy Emperor must select officials based upon their own individual merits, which are made known to the court through the Imperial Examinations.
Article 14: The Holy Emperor must unite the people and avoid sectarianism.
Article 15: The Holy Emperor must uphold the defences and interests of the nation, He must not allow laws and regulations to become too heavy for the people that it causes instability, He must be realistic in terms of His nation's strength and His own ability, He must always trust those who are loyal, and He must always ensure that all people within His nation are fed.
Article 16: The Holy Emperor is the sole commander-in-chief of the Imperial Armed Forces.
II. The Ministers
Article 1: The ministers must be knowledgeable, smart, and moral. They must always strive to improve these three principles.
Article 2: The ministers must be virtuous and gentlemen.
Article 3: The ministers must be moral and worthy of government service, which is proven by passing the Imperial Examinations and being selected by the Holy Emperor.
Article 4: The ministers must be patriotic and loyal to the nation.
Article 5: The ministers must be intelligent and understand each of their own respective duties.
Article 6: All ministers will be held accountable for their actions. They must never over or under perform.
Article 7: The ministers must always tell the truth.
Article 8: The ministers must always be capable of and talented in their duties. If they improve upon themselves, then they should be promoted. If not, then they should be demoted.
Article 9: The ministers must always give good advice.
III. The Imperial Council of Advisors
Article 1: The Imperial Council of Advisors shall be the main legislative and parliamentary body of Indrala.
Article 2: The Imperial Council of Advisors shall jointly vote on all laws, treaties, budgets, tax bills, cabinet proposals, early election requests, and resolutions.
Article 3: Along with the Holy Emperor, the Imperial Council of Advisors shall create and vote upon laws. However, these laws need to be approved by the Holy Emperor before passing.
Article 4: The Imperial Council of Advisors shall, along with the ministers and government officials, advise the Holy Emperor on day-to-day matters.
Article 5: The Imperial Council of Advisors will be made up of 697 elected representatives from all of the provinces and the 53 nobles of Indrala.
Article 5: The Imperial Council of Advisors shall be led by a Speaker, Noble Speaker, and President who shall all jointly direct all debates and business.
Article 6: All bills and resolutions concerning the constitution must be passed by a 2/3 majority.
Article 7: The Holy Emperor may disband or suspend the Imperial Council of Advisors at any time, with disbandment calling for new elections.
IV. The Judiciary
Article 1: The powers of the judiciary shall be vested in the power of the Holy Emperor, with the cabinet and Imperial Council of Advisors acting as a jury.
Article 2: Lower level courts shall be created in all five provinces, with all judges being appointed by the Holy Emperor.
V. Rights and Freedoms of Subjects
Article 1: The people have the right to follow any religion, or the lack thereof.
Article 2: The people have the right to life, meaning that no one may be killed by the government or by any other being unless specifically stated by law.
Article 3: The people are free to express themselves in any way they like, so long as it does not infringe upon the rights of others.
Article 4: The people have the right to assemble in groups, so long as it does not obstruct public safety.
Article 5: The people must be treated with total equality under the law.
Article 6: The people have the right to own property privately at the pleasure of the Holy Emperor.
Article 7: The people have the right to total privacy, unless mandated by state emergency.
Article 8: The people have the right to democratically elect representatives to the Imperial Council of the People.
Article 9: The people have the right to live anywhere they wish, so long as they own the property or have permission from the property owner.
Article 10: The people have the right to travel within the nation, enter the nation, or leave the nation; so long as they abide by international law.
Article 11: The people have the right to a fair and lawful trial that can be public by choice of the individual.
Article 12: The people have the right to say whatever they wish, so long as it is not slanderous or against the Emperor's person.
Article 13: The people have the right to publish anything they wish, so long as it is not slanderous or against the Emperor's person.
Article 14: These rights can never be taken away, unless mandated by state emergency.

THE IMPERIAL LAW OF SUCCESSION

OOC: These are primarily based on Zhou Dynasty titles, however, the powers therein are more or less like the powers of the nobility during the Han Dynasty (a mixture of holding ceremonial and political power).

The political power of the nobility solely remains in the House of Exemplary Persons, wherein each noble retains a seat for life, therefore having one third of all legislative power.

The titles and styles are as follows:

I. King/Prince
A king, sometimes known as a prince, will be entitled to the style of "Highness". Only five kings/princes may exist at any time, one for each state.

*All ranks below king/prince and above knight-errant are accorded the style of "Lord".

II. Duke
Ducal titles and rank are automatically conferred upon all members of the Cabinet. The number of dukes in the Celestial Empire at any given time is unlimited.

III. Marquis
A marquis must reside and ceremonial represent border regions. Typical bestowed upon former military officers. The number of marquis may not exceed the number of marches.

IV. Count
The total amount of counts in the realm is unlimited.

V. Viscount
The total number of viscounts must always exceed the total number of counts.

VI. Baron
The total amount of barons in the realm is unlimited.

VII. Knight-Errant
This title of nobility carries with it the style of "Sir". It can only be granted to those who have shown to be true Jienist gentlemen.

VIII. Titles Granted to Foreigners
Titles may be granted to foreigners, however, no territorial designation will be attached to them, instead their last name shall be used, ie John Doe, Duke of Doe. Foreigners may not be given titles of kingship.

THE HOUSE OF THE WAY OF HUMANE AUTHORITY (ENDED IN 3812)

The House of the Way of Humane Authority, or Dao Wang Yuan, is the trilateral legislature of Indrala. It is divided into the House of the People, the House of the Nation, and the House of Exemplary Persons. Each House is equal and has real parliamentary power.

The House of the People is made up of representatives who are democratically elected through universal suffrage from each of the states of Indrala.

The House of the Nation is made up of the nobility of the Celestial Empire and others who are appointed to the body by the Divine Emperor.

The House of Exemplary Persons is primarily made up of Jienist scholars who have earned the rank of "erudite" and have graduated from the Imperial University. Representatives from other religions are also included, so long as they have followers in the Celestial Empire.

Note: Only the Houses of the Nation and Exemplary Persons are made up of individuals from the colonies.
