SEC. I The National Weapons Act was crafted in response to the recent violence witnessed in the Republic where greater numbers of law enforcement officers and local security forces were overwhelmed by small numbers and superior firepower. The lack of regulation over weapons has lead to a huge imbalance whereby small criminal gangs can evolve into paramilitary groups capable of overthrowing governmental authority in towns, cities and entire States with the Republic, within a relatively short period of time. SEC. II Article 1 allows local governments and municipalities to arm all of their law enforcement officers with standard firearms. A standard-issue firearm will be defined generally as a handgun. SEC. III Article 2 amends earlier legislation on weapon possession to address the use of (i) all manner of barreled weapons firing one-or-more projectiles defined here as 'firearms' and (ii) explosive devices. 1) Firearms for private ownership will be limited to handguns and all manner of shotguns and rifles. Further regulation within these general standards is the domain of the Ministry of Justice. 2) In general explosive devices such as plastic explosive, grenades and similar devices will be prohibited from the ownership of private citizens. The Ministry of Justice is responsible for further regulation. SEC. IV Article 3 mandates local governments to regulate the issuance of concealed weapons permit. A concealed weapon for the purpose of this legislation is a concealable handgun. A national permit may be obtainable for use across State borders. It is the task of the Ministry of Justice to establish national standards and local governments to craft local policy. |
