Bill: Jelbanian requests

Details

Submitted by[?]: Parti républicain

Status[?]: defeated

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: January 3837

Description[?]:

*Message*TO: Government and Legislature of Kanjor
FROM: Grand Chief, Mrjka Jesmínsrmko Ornklarz

Your Majesty,

I write to you in order to make an extremely bold offer, but one I feel you will find very appealing.

15% of the Jelbanian population is Jelbanien and we believe around 8% speak Canrillaise and have Canrillaise ancestry, appearance, and characteristics. These people are isolated in our country; ethnically, culturally, and linguistically.

We were, therefore, curious as to whether your country would be interested in a deal. The deal would involve the Jelbanian government encouraging (through means such as financial offers made by the Jelbanian government) the Jelbanien population to move to Kanjor (and possibly Rildanor or Alduria, if a deal can be made with them too).

As both of our parties are nationalist and have the interests of our great nations at heart I feel this offer has benefits for both our countries. Kanjor will receive more Canrillaise-speakers who have more in common with Kanjorians and Kanjorian society while Jelbania will become more ethnically homogenous.

Yours,

Grand Chief,
Mrjka Jesmínsrmko Ornklarz

MessageOther than claims of "isolation", the Jelbanians offer no real reason as to why they want a minority group that has been in their country for generations to leave. From a strategic perspective, Kanjor would be better to have Canrillaise presence in Jelbania, as it always has.

In any case, Kanjorien law does not forbid the possible entry of these people. But we would advise against dealing with such a shady government and further marginalize a unique group.

MessageWe had already asked the Jelbanian government to come up with a more detailed proposal that we can discuss on.

In principle, this sort of relocation is a violation of individual rights. In practice, it might save them from future persecutions.

MessageWe also find it interesting that Jelbania, who is afforded observer status in the Entente Canrillaise, should violate article 2 of the treaty rather than working to successfully integrate the minorities. If any agreement should be reached regarding resettlement, we would strongly encourage that Jelbania exit the group for violating the spirit of the treaty.

MessageJelbania is passing the Jelbanien Repatriation Act 3818 (http://classic.particracy.net/viewbill.php?billid=431805&vote=yes) in order to address the ethnic situation in our country. Rildanor has agreed to repatriate Jelbaniens who want to move there without any qualms, we hope you will do the same.

Let me explain. Imagine if Kanjor had 15,000,000 Jelbéks living in the country, Jelbéks who had tried to colonise the country and change their millennia-old culture. People who looked different, sounded different. People who didn't want to integrate. People who wanted to live separately from everyone else.

I am sure Kanjor would find this a difficult problem, as do we. I am sure Kanjor would try to encourage those people to try to return to where they came from for colonisation is unjustifiable.

These people would have no problem integrating into Kanjorian society, and would ultimately be an economic boost for your country.

MessageJelbania describes the concept of minority groups as if it is unique to that country. They claim the Jelbanien don't want to integrate, which is double speak for the central government likely making no effort on its part to accommodate, as evidenced by its repatriation bill.

Kanjor should gladly take these refugees on humanitarian grounds and to protect them from the tyrannical government of Jelbania. As part of any resettlement deal, we also continue to encourage Jelbania to exit from the Entente Canrillaise for we no longer share the same values.

MessageAccording to a Kanjorian document from 3348, just 8% of its population is non-Canrillaise. Action Canrillaise clearly have double-standards, promoting open borders abroad but supporting closed borders at home.

The Jelbéks have had to live alongside the Canrillaise colonisers for hundreds of years while the Jelbaniens tried to overrun our homeland. Maybe, as compensation, Kanjor could house 15,000,000 Jelbéks and live side-by-side with them while they try to run your country and destroy your heritage and way of life.

Hldjeztaj (Grand Chief) Mrjka Jesmínsrmko Ornklarz is willing to force the legislature to vote against this bill if a more orthodox solution can be found. However, this would be on the condition that Kanjor makes an agreement to take some/all of the Jelbaniens first.

MessageDid the Jelbanian foreign minister just cite an instance from almost 500 years ago? Try a little harder.

He is also fabricating stories of Jelbanien aggressors and he has absolved his people of all fault. The fact that this foreign government is willing to force the relocation of its own people, its own ethnic group, as some sort of compromise is representative of the overall lack of moral authority or rational thinking in its actions.

Our position is clear: it is our sacred duty to accept the Jelbaniens on humanitarian grounds to protect them from an oppressive regime. We also continue to call on this Jelbanian government to remove themselves from the Entente Canrillaise for violating its treaty.

MessageThen what are the current statistics? Maybe better records are required.

How is this fabrication? Has Action Canrillaise been in Jelbania over the past centuries to witness what I speak of? No. And these aren't Jelbanian people, these are Canrillaise people. Their mission to colonise Jelbania will be ended, but its your responsibility to bring them home.

A bill will pass in Jelbania to withdraw us from the entente, it was our intention to leave anyway fore we are not a Canrillaise nation anyway.

MessageWe must then speak in terms of numbers. How many Canrillaise Jelbaniens woul Kanjor be willing to home and over what period? Once this has been agreed it could be confirmed in a treaty, perhaps?

MessageThat works for us. We shall welcome of any refugee that is not accepted by Rildanor (or Alduria, if they get involved). We, once again, remark that the Kanjorenne navy will be involved in the operations and will enter Jelbanian waters.

Random fact: In cases where players introduce RP laws to a nation and then leave, Moderation reserves the discretion to declare the RP laws void if they appear to have fallen into disuse. In particular, please bear in mind that a player who is inexperienced with Particracy role-play and has joined a nation as the only party there should not generally be expected to abide by RP laws implemented by previous players who have been and left.
