This rule for Parliament concerns the the issuing of bills before the legislature:

1) All new bills must wait in queue for at least Two (2) months before being voted upon,
2) No bill may contain more than Four (4) proposals,

Ex: A bill issued in February for debate would not be eligible for vote until April and would not contain any more than 4 proposals.

MessageIf we already know that the opposition parties will not vote in favor of a bill then what is the point of opening them up for debate? Just propose them and debate during the months that it takes to actually pass or deny a bill. What could be wrong with that?

Messageif the ROS felt that way, why do they feel compelled to try and make negotiations with us on bills that we still have in debate? Because ROS knows the right way, but they are so attached to their coalition they are unable to do the right thing.
