We have drafted a new budget that we are presenting here to the Federal Parliament for approval.

Our treasury is proud to announce that we have paid off the remaining debts owed by the former Great Immortal Empire of Dolgaria. As such, we are adjusting our expenses to place less emphasis on the major surplus we have been running.

The current budget was drafted by the Forward Party and was adopted in 3756 with the goal of improving our failing Imperial-era systems while saving us money to help pay off debts and keep an "emergency fund" to allocate to systems that needed it in urgent situations. At time of drafting, Dolgaria earns DLD$1.35 trillion. Our current budget costs DLD$910 billion, and our current surplus sits at DLD$444.8 billion.

This new budget will raise the expenses by DLD$50 billion, leaving us with a slightly smaller but still very manageable surplus of DLD$394.8 billion. Here are our reasons for the changes:
Head of Government - Cutting from DLD$10 million to DLD$5 million. The top government positions no longer require such a significant salary pool.
Foreign Affairs - Raising from DLD$50 billion to DLD$85 billion. As we emerge as a functional republic, we will slowly transition from a less isolationist society and will use the extra money to fund diplomats and more embassies/consulates abroad.
Internal Affairs - No change
Finance - Cutting from DLD$40 billion to DLD$35 billion. With our decreasing debt and recovering economy, the finance department no longer has as much of a workload to warrant its current funds. This expense may be gradually cut in the future.
Defence - No change
Justice - Raising from DLD$60 billion to DLD$65 billion. These additional funds will be used to fund the impending execution operations permitted by the Arch Party's VAST Death Penalty Act.
Infrastructure/Transport - Cutting from DLD$100 billion to DLD$85 billion. Much of our infrastructure has been replaced and will require less income to maintain. This may be raised again in the future to fund new infrastructure projects, such as our proposed Dolgarian Bullet Train system.
Health/Social Services - No change
Education and Culture - Cutting from DLD$100 billion to DLD$90 billion. This is in response to the Arch Party's Religious Schools Reforms. As religious schools are now banned, we no longer need to fund their oversight. This will not affect our public education system.
Science and Technology - Raising from DLD$100 billon to DLD$125 billion. This will be used to fund the establishment and operation of new, nationally owned laboratories that will be focused on innovating propulsion technology and stronger infrastructure designs/materials.
Food and Agriculture - Raising from DLD$50 billion to DLD$60 billion. This is simply a slight grant to the weakening agricultural sector which may cause more expenses in the long run if not tended to.
Environment and Tourism - Raising from DLD$80 billion to DLD$90 billion. This will be used for the promotion of Dolgarian tourism. It will be used to fund new tourism infrastructure and campaigns; as well as to fund the operation/repairs to some of the nation's most popular tourist spots.
Trade and Industry - raising from DLD$50 billion to DLD$70 billion. This will be used to encourage exports and to establish more trading agreements with foreign nations.

This budget will not affect taxation in Dolgaria, meaning that this will have no impact on the wallets of Dolgarian citizens. The current tax code was adopted in 3756: http://classic.particracy.net/viewbill.php?billid=421334

We will be open to all input and criticism before bringing this to vote. We hope to finalize a budget that all parties can all agree on.

MessageThese are the changes arch will agree with, Foreign Affairs to be cut to 35 Billion DLD, Defence to go up by 10 billion, Science and Technology only to go up by 10 billion and not 25, Justice to go up an extra 5 billion and the Trade and Industry to got up 15 billion more. The rest we agree with, we just want to see these changes to gain our vote Forward.

MessageForeign affairs is not specifically foreign aid, it's a fund for our participation in international politics and agreements, as well as customs and immigration. Foreign aid is already legislated to be kept to a minimum.

We're curious about Arch's rationale for the changes. We're in support of most of them but are wondering why foreign affairs need such a dramatic cut, and why the technology budget should be reduced.

MessageThe Science and Technology budget we just feel that 25 billion increase would be a little too much; maybe in the future but we would favor an 10 billion increase which will make the science budget 110 Billion DLD, and Foreign affairs, we're a isolationist party, but we accept that spending on the foreign affairs but we just think 50 Billion is too much and would agree with a 35 Billion Budget. We just not think that foreign affairs need such a big budget and we know its not just all foreign aid.

MessageChoice is in favour if increasing the technology budget as The Forward Party proposed, however we should reduce foreign affairs to a minimum, 50 billion is far too much in our opinion.

MessageForward Party, Edward Johnson and Ensor taylor (from Arch and Choice) have just come from a long meeting where we talked about this budget idea. We wish to see Foreign Affairs to be cut by 20 billion DLD, and The defence budget to be increased by 10 billion DLD, the Justice budget to be increased by another 5 billion DLD and Science to be increased by 5 billion DLD. We agree with the trade and Industry increase. We wish for the other ones to stay the same. These are our terms.
