MessageThe NRP won't vote for either of these articles. Maintaining a universal pre-K system is too expensive. While government expenditures in education are important, pre-K has rarely been considered part of the government's responsibility. It is not as necessary as normal schooling. We also like that local governments have control over their testing policies. They know their communities best and can teach their kids about their values and adapt their testing to their population. Keeping school accountability local is essential to creating the pressure needed to incentivize teachers and sdministrators to do their best. The national standards are what keeps education from becoming too regionalized. It's a good balance.

MessageI have chosen for article 1 to set a clear way for every pre-schooler in Telamon. The important thing is publicly financed pre-schools are less expensive than private owned. Also some private owned schools don't match the criteria for a good school. Local governments can choose for this option. I think that it's important there is one clear education policy, so that when I move to a new local area, I won't have to read in what the education system is in that area.
For Article 2, it's important everyone has a certain amount of knowledge to become an good Telamon citizen. With only working well with your hands but not with your brain can't be acceptable. Also the outcome will be the standard of your knowledge. But some teachers don't see everyone smart enough to have the same intelligence has someone else, only the favorites of the teacher will be put on higher positions or get better grades. With article 2 that's not happening anymore.

MessageI still can't get behind state-run nurseries. It's a black hole for our expenditures and not truly a governmental responsibility.
