A BILL for the reform of local government powers to empower the communities of the Union. BE IT ENACTED by the Assembly of the Union of Dankuk, in exercise of its constitutional powers, with the affirmation and consent of the National Council of the Union, as follows: |

Message | Uijangnim-ssi, We do not share the concerns raised by opponents of this bill regarding sectional tendencies. This bill is a radical measure allowing each region to choose the method of appointment desirable to its own needs and ethnic makeup. The government of the Union will guarantee that such methods are not exclusionary and fully democratic, as is guaranteed under the constitutional principles underlying the Union.
