Message | Mr. Speaker, Why didn't the FJS propose a bill that says "Commercial whaling is illegal, but whaling for scientific purposes is allowed" if they were willing to have an exemption for science? They proposed a total ban on whaling. As Ludwig Murphy mentioned, there are quotas. We don't see why this bill is necessary.
