As a representative of the Luthori Imperial Party, I submit the following bill to the Diet. It is the belief of the LIP that these Proposals would give the proper state encouragement to foster the Religious spirit that should be needed for a "Holy" Empire such as our own. As per Article One, this necessary religious spirit would be fostered from an early age, with state encouragement for schools to have Teacher-led prayer in the classroom while still allowing these vary schools the freedom they have had for decades. Since this proposal does not mandate Teacher-led prayers in the classroom, the schools may decide to not follow the advice provided by the government which would be fine. As per Article Two, by removing the restrictions on the establishment and maintenance of religious schools, the government would be further fostering religious spirit among the population by allowing recognized religions of the Empire to educate their own children. This along with Article One should increase the loyalty of the people to Crown and Country in imitation of their religious observance. Finally in Article Three, by allowing the Duchies themselves to determine their stance on the penalties for blasphemy, the state's position on the matter will not change as their will be no penalties authorized by the Emperor for blasphemy. By leaving it to the Duchies to determine the punishment(s), or lack there of, the state government would allow the will of the people to affect their local communities while not imposing this will on a national level to those who do not accept them. Through this proposal, the government would be able to divert its resources to other sectors where it is needed more urgently. In conclusion Mr. Speaker, the Religious Reform Act would foster the religious spirit necessary to maintain the Holy part of the Luthori Empire as well as allow the state government to divert its resources to more urgent matters compared to determining the punishments for blasphemy by leaving this decision to regional governments.

Dear LIP. We will explain our stances. Article 1 is not necessary in our liberty based society. The state has'nt any role to play in that question,

Concerning article 2: we partially support your proposal, although every school has to be strictly regulated, to ensure a high standard is maintained. Only the best is good enough for the luthorian youth.

Article 3, freedom of speech is a corner stone for a free society, such as ours.

To the Representative of the Liberal Alliance. The LIP have two points we wish to expand upon.
Firstly, a counterpoint to your stances, with all due respect. Concerning Article 1, while the state would be playing a role in religion and its place in school, the schools would still be able to make their own decisions concerning teacher-led pray in schools. The state would only be encouraging this behavior, not mandating it, thus maintaining the freedom of the schools to determine their views on this matter. Concerning Article 2, the LIP is willing to admit error with the proposal of this Article. Our decision makers were confused about the exact definitions of the word "regulated". More to follow later. Concerning Article 3, the LIP see no state sponsored infringement of the freedom of speech. The party feels that by leaving this decision to the regional governments with protocol from the Holy Imperial DIET, the regional laws concerning this item will not only better reflect the ideologies and beliefs of the people, as we have stated previously, the people making these decisions may in fact continue the current state policy of having not punishment for blasphemy. We simply cannot know how the people will react.
Secondly, the LIP is willing to make compromise on this bill to pass a few Articles key to the party ideals while allowing other parties to contribute to the bill. We are open to changes proposed by other political parties in the Holy Imperial DIET. Please feel free to propose changes to the proposed Articles, the name of the bill and its description. While the LIP will have the final word as the proposer of the bill, we would be willing to make those changes we feel are the best for the bill. We are willing to remove some of the Articles from this bill that are unfavorable to the passing of the bill in exchange for the proposals of other parties of the Empire. Compromise leads to progress. That is all.
