Description[?]:

A bill to amend Title III of the USC to regulate sales of food and drug products, to establish a Senate Select Committee on Food and Drugs, and for other purposes.

Be it enacted by the Senate of the Democratic Republic of Solentia that,

§ 1: AMENDMENTS TO THE USC:

_Section 1: Title III, § 10 of the USC, currently reading "The licensing of food sale is left for local governments to decide" shall be stricken and replaced with "Food may be sold by licensed vendors only, and shelf lives of foods are enforced"
_Section 2: Title III, § 9 of the USC, currently reading "Local government chooses food safety standards." shall be amended to show "The government introduces, and actively enforces, food standards provisions."
_Section 3: Title III, § 17 of the USC shall be amended to show "Smoking is legal everywhere, at the discretion of the property owner, and is legal in government-owned buildings."

§ 2: SENATE SELECT COMMITTEE ON FOOD AND DRUGS:

_Section 1: The Senate shall establish an official permanent committee tasked with:
_(i.) Review of certain legislation referred to the committee by the Senate
_(ii.) Maintaining a list of approved and essential prescription drugs, updated on a yearly basis by the committee.
_(iii.) Suggesting food and drug regulations to the Ministry of Health and to the Senate in a yearly report. (OOC: the committee is to actually preform all of these duties every game year.)

_Section 2: The committee will be comprised of two members from each political party in the Senate, each with one vote. (OOC: each party will get two votes) After each party has appointed their two representatives, the committee will elect a chair to officially run the committee in each of it’s meetings. The formation of the committee will be re-evaluated following each election, and parties may choose to either reappoint it’s old committee members, or to appoint new ones.

_Section 3: The committee will meet twice a year, at the discretion of the committees chair. The following rules will be applied to the committee:
_(i.) All members must address the chair of the committee when speaking, (i.e. Mr. Chairman, Madam Chairman) unless the member has the floor and is addressing a witness.
_(ii.) The committee must have a minimum of four members present at a hearing in order to proceed. (OOC: two parties)
_(iii.) Any committee member who actively misses two consecutive hearings will be subsequently removed from the committee.
_(iv.) All proceedings of the committee will be officially transcribed and made available to the public and members of Government.
_(v.) All reports and official documents produced by the committee must be approved by a majority of the committee via a role-call vote.

§ 3: RULES AND REGULATIONS:

_Section 1: The shelf life of the following products will be regulated as follows:
_(i.) Non-concentrated milk: regulated to expire 5-7 days after it has been opened, and must be sold within 2 days of it’s production.
_(ii.) Eggs: regulated to expire 20 days after production.
_(iii.) Fresh beef: must be frozen in store, and can last for up to 8 months after it’s production.
_(iv.) Bread: set to expire 7 days after production, must be sold within a day of production.

_Section 2: Cigarettes shall be required to be sold with the following message “MINISTER OF HEALTH’S WARNING: Cigarette smoke contains carcinogens that can cause cancer, emphysema, and other major health issues.” The message shall be printed in large, easily readable lettering attached to the cigarette packaging.

_Section 3: Cigarettes shall be taxed by 15% on all sales; cigars shall be taxed by 20% on all sales; chewing tobacco shall be taxed by 10% on all sales; all other forms of tobacco shall be taxed by 10% on all sales.

_Section 4: All non-pharmaceutical products containing 5% alcohol or more shall be taxed by 7% on all sales.

_Section 5: The sale of tobacco to anyone under the age of 16 shall be prohibited, and punishable by a fine of up to 100,000 Solenars, and period of incarceration of up to 1 year.

_Section 6: Smoking of any form shall be prohibited in healthcare and educational facilities. This includes, but is not limited to:

(1.) Hospitals
(2.) Clinics
(3.) Nursing homes
(4.) Public Schools
(5.) Private Schools
(5.) University Housing and Recreational Facilities
