Whereas a vibrant and diverse market of schooling options is deemed essential to the education of the Telamonian youth under the current voucher program,

It is hereby enacted that:

1. No one corporation, company, or financial entity shall obtain control over more than 20% of the schools in each individual province of the Republic of Telamon without governmental approval.

2. If such an entity were to seek control of over 20% of the schools in each province, then each additional purchase would have to be approved by a majority vote of the national Parliament, as well as a 2/3rds majority vote in the local legislature.

3. Under no circumstances will a single entity obtain control of over 30% of the schools within a set area of square miles (the exact measurement of this area is to be set by a majority vote in the local legislatures).

4. The only exceptions to the above requirements and limits on school ownership are religious institutions who operate their own schools. The various central bodies of these religions can, so long as they conform to regulations regarding curriculum and standardized testing, have control over an unlimited number of their schools.

5. There will be no coordination, price-setting, or monopolistic collusion between the top ten biggest financial entities in the educational sector. Any allegations of improper behavior will be duly and thoroughly investigated and, should any firms be found guilty, those firms which have committed the crimes specified above will be broken apart by the government.


(While we realize that the School Choice Program will not be continued under the Social Democratic/ Telamonian Reform Government, we still think that it would be helpful to have this on the books for any future eventuality.)

MessageThese steps have been taken as a direct result of the issues that the TRP raised regarding families being forced to give their money to big businesses, which could deliver sub-par schooling after the top schools filled up because they had something tantamount. Hopefully now they realize that aiding big business has never been the NRP's intention.
