| The Minister of Foreign Affairs shall be authorized to allow no more than 35,000 refugees, annually into the Federation on humanitarian grounds including but not limited to: religious or political persecution, displacement caused by warfare, and/or natural disasters and other reasons which we be developed by the person designated responsible by the Foreign Minister and presented to the Congress. 30,000 of the slots are reserved for persons on the Majatran continent and the remaining 5,000 for non-Majatrans. The Foreign Minister is authorized, in extraordinary situations to allow more than the 30,000 Majatrans if a situation presents itself to where this decision would be prudent. The appropriate number of slots will then be transferred from the 5,000 non-Majatran slots. |
