The re-balancing of powers between the central Government and local Governments is intended to strengthen the unitary political system of Mordusia and avoid the fragmentation of laws and regulations.

The act does not intend to artificially build-up the size of the Government administration, but in some cases such increase could be unavoidable.

It should be noted that the act maintains some aspects within the authority of the local Governments as some of them, indeed, are best handled regionally. An opposite policy, for example, in regards to the regulation of public transport or local high-ways, would be more counter-productive than beneficial.
