Description[?]:

Only allowing private groups to educate every citizens in Dolgaria is an error, and we propose that we move back to the former compromise, where, as for Healthcare, everyone was able to choose where they could put their children if they have the neccessary funds to do so. This system also provided a fairer treatement than the current one, what ever could be think about aids granted by the governement.
