PRELIMINARY OUT-OF-CHARACTER DISPOSITIONS :

The languages referred here are Luthori, Canrillaise, Kunikata and Egelian. They are a reflection of real life English, French, Japanese and Spanish.

I want to introduce this bill in order to create a clear government policy. Beluzia does not have and shall not have enforced cultural protocols; because those restrict freedom and might make new players - searching for a generic democracy - leave this country for a country without cultural protocols such as Lodamun.

Thus, this does not reflect the culture in Beluzia. It reflects a government language policy to be applied for administrative purposes.

ARTICLE I

The primary national official language shall be, for administration and education purposes, Luthori. Administration might also use Canrillaise, which is a secondary official language.

ARTICLE II

In Bailon, Kunikata shall be recognized as a regional language.
In Parlos Decina and Iker Ado, Egelian shall be recognized as a regional language.

ARTICLE III

Any law or treaty presented before the Parliament shall be presented in Luthori. It might also contain the translation of the original text.

ARTICLE IV

Any party shall have its primary name expressed in Luthori. It might also use any language as secondary.

ARTICLE V

Parties are authorized, and even encouraged to translate any bill they want into another language - if it was not already done. This translation must be done in the Debate Room.

ARTICLE VI

The primary education language shall be Luthori.

ARTICLE VII

The government has no policy over languages spoken for informal purposes.
For administrative purposes, people must speak Luthori, Canrillaise or their recognized regional language.

ARTICLE VIII

This bill shall pass with a 2/3 majority.

ARTICLE IX

Any addendum shall make a clear reference to this bill and must also pass with a 2/3 majority.
