MessageWe want the HRC to be a three tier system of watching over government as a whole, the parties, business, and any other organizations.

Tier 3: No concern, no possible punishment
Tier 2: Mild to Medium Level Concern, Light Punishment Possible
Tier 1: Extreme Concern, Heavy Punishment Possible

There would also be a Tier 0, which would be used in emergencies, this would authorize military action.

There should be one Human Rights Justice, and two deputy justices, the first elected by parliament, the latter two appointed by the first. When the justice steps down, an election shall decide which deputy will succeed him, or if neither is suitable, the parliament shall elect a new one.
