Bill: Reduction in the Size of the Legislature
Details
Submitted by[?]: Conservative Party of Kirlawa
Status[?]: defeated
Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.
Voting deadline: August 3872
Description[?]:
It has long been established that the current size of the legislature is too large. It is also extraordinarily silly that we have an odd 717 seats, which is hard to calculate and could not be distributed evenly between the five regions. We heavily recommend a change in the size of the legislature. |

Message | Extremely strongly opposed. Kirlawa's traditional legislature size has been 717 seats for well over a thousand (!) years now. This is probably the longest of any nation in Terra, which in turn makes our nation unique :) It also makes it very easy to directly compare seat counts and party performances across many, many previous elections, without requiring any recalculation or adjustment. It's a large number (close to the largest allowed by Particracy), which permits finer gradations in support to be accurately shown and represented; there is less "granularity"; Having it be an odd number also deters ties. Also ... are you familiar with the OOC United States' House of Representatives? How many seats do they have? 435. Please tell me, just how many problems have they had, having it be this unusual number, instead of, say, 400? Is the nation in crisis, in chaos, specifically because of this unusual number? Is there any drawback at all to this number? (Answer: of course NO!) OOC France's National Assembly? 577. OOC Brazil's Chamber of Deputies? 513. OOC Denmark's Folketing? 179. Somehow, these countries get along just fine with these numbers of seats. And so does Kirlawa. |

Message | It is simply unreasonable to have 717 seats for all practical purposes. Legally, it poses no problems, but in a situation like ours, it would be easier for everyone to cap the seats at 600. Counting majorities and supermajorities would be easier, getting a rough idea of the proportion of seats per each party is easier etc. Of course one could not compare seat counts directly with previous elections, but with future elections using this system, it would be far easier. it is very unlikely for ties to occur given the composition of the legislature in Kirlawa. The real world examples you have given only have such numbers of seats because they use different electoral systems. France, Brazil and Denmark all operate on constituency-based PR or preferential votes. There will naturally be an uneven number of seats by the end. Kirlawa has, in essence, only five constituencies with roughly the same population and by Particracy's algorithms, the same number of seats. There is thus no need for a strange number like 717 to come into existence. It is certainly not a "tradition" either - why would the number of seats in Kirlawa be significant, other than just being odd? |
