MessageI don't like these measures, but a certain nation that we might have to fight in the upcoming war may reserves the right to utilize the nuclear option.

I have voted against similar legislation in the past, and I intend to remove these measures after the conflict.

MessageOOC: Assuming that Hobrazia a) has had nuclear facilities for quite some time now and b) research into designing a nuclear weapon is permitted despite the ban on actual production, it can be inferred that we have technical know-ho to create such a bomb.

IC: The truth of the matter is that nuclear weapons are not cost effective. However, the proper technology is in place, greatly diminishing the cost of research. This bill does not seek to create an arms race or to build up a great arsenal. We were more thinking along the lines of developing about two or three nuclear bombs (not even necessarily ICBMs) that can be delivered via bombers. If the Republic has the ability to administer these weapons, it will act as a major deterrent against aggessors. Certain unnamed nations that will most likely fight against Hobrazia in the near future have nuclear arms and laws that permit them to use their arsenal at their discretion. Just the threat that we will raise their capital with an A-bomb is incentive enough to deter nuclear warfare.

For my review of cost analysis, I will draw two flow charts.

No nuclear option--> save money in the short time--> enemies bomb our teeth out---> we're either under occupation or shoveling up fallout

Nuclear option--> spend a bit now--> enemies don't destroy our nation, at least not with a weapon that will have negative, long-term ramifications on the health of our citizens and environment.

As for where the money comes from, WSS!'s new budget proposal gave the military more funding, some of which could toward this endeavor. But there really is no price on safety.

An alternative deterrent idea is to make use of the fact that the Selucian Empire has nuclear weapons and a reatiltory strike policy. If we could arrange for them to make it clear that they are willing to use them in response to a nuclear attack on Hobrazia then that would be a much cheaper method gaining the same effect.

MessageCSP brings up some good points. The cost factor may strain our defense budget unless a substantial increase in defense spending is instituted, but of course that money will have to come from somewhere else in the budget. If we are to allow the option of a nuclear retaliation then I would like to see the wartime draft eliminated and use a strictly professional military.

I don't believe that we should rely on Selucia or any ally to launch a retalitory nuclear strike against a nation that attacks us. That will almost certainly bring a hailstorm down on their own heads and will involve a "nuclear umbrella" treaty which would be almost impossible for any nation to pass. We should keep the right to use nuclear weapons if any nation uses them on us first.
