Current: The government gives high levels of aid to countries in need.
Proposed: The government supplies "tied" aid to poorer nations in return for trading rights.
Article 2
Proposal[?] to change The government's policy concerning diplomatic immunity.
Old value:: The government grants no diplomatic immunity and foreign diplomats are subject to arrest and prosecution and civil action under all laws of the host nation.
Current: The Government grants full diplomatic immunity and foreign diplomats are protected from arrests and prosecution from all laws and are protected from civil lawsuits, but may be expelled.
Proposed: Diplomats are exempt from prosecution for criminal acts but not from civil lawsuits, but may still be expelled because of criminal acts.

Message | Tied aid is a necessity, no matter what the Communists' liberal academic conspirators tell them. The Republic does not colonize, the Republic does not create dependence. In fact, the article with which the Communists take exception would require the poorer nations of the world to repay the Republic for its generosity, and thus creates an incentive for them to repair their economies and to defeat the root causes that caused them to need our aid in the first place - no one would like to pay us forever. Message | In 3875 the Narikaton nationalists supported my party's "Foreign Policy Reform Act" which included a law which would have our country offering "moderate aid" to countries poorer than our own. Now instead they support the exploitation of the poor overseas? What has changed for the nationalists to adopt such an extreme position? Message | There is no truth to Mr. Müller's claims. The Republic will not take "even more" than we give - we will merely ask that the exchange of Republican aid is compensated through trading concessions for Republican corporations. This is an equivalent exchange that both gives struggling nations an infusion of capital and gives Republican corporations and citizens a return on their investment. Message | And such "trading concessions" will of course be to the disadvantage of the poorer country - the country in need - and to the advantage of the richer one. This will take us back to square one where there will be impoverished countries requiring adequate levels of aid and people suffering as a consequence.
