MessageMr. Speaker,

We would like to open a discussion on the potential consequences of implementing Article 2. While we agree that an educated populace is of utmost importance, implementing a universal standardized test may have an adverse effect on lower-income families and their children. Standardized testing negatively impacts students from poorer households because they are being forced to compete against districts and households that have enough funding to prepare their students for the rigorous testing. If these tests come with the typical "more money for higher achievers clause," implementing Article 2 is going to do nothing more than exacerbate the gap between the wealthy and the poor, and this is unacceptable, especially when the government of Lodamun already has federally mandated educational standards.

If the educational standards are not being met, we have the power to simply raise those standards and let individual districts implement the proper learning plan for their students. We do not need to implement standardized testing to improve our educational system.

We fully support all of the other articles proposed; however, we believe Article 2 is a bad idea.

MessageM. Speaker,

I am deeply opposed to article 2 in this proposal. Not all students learn in the same way and 'fit the mold'. We must look towards meeting the needs of individual students.
