(OOC: The Hausu bon ando zū Henāsudamu-Numamura are secret supporters of the Rothingrens who will occasionally be offering bills. Of course, their treachery is not known.)

Your Imperial and Heavenly Majesty, Most Honourable and Excellent Shogun, Honourable Houses of the Landsraad,

We humbly petition for a new bill to be enacted to regulate the banks. We have intelligence that the Neo-Septembrist scum were getting support from abroad to bribe Your Imperial and Heavenly Majesty's subjects. Among them were traitors in our lands, who were attracted by "gifts" from the Neo-Septembrist conspiracy when they could find no other way to finance their activities. We have dealt with them, but we fear such clandestinely acquired money will turn even more patriots against the Sovereign of the Eastern Sun (banbanzai!) unless there is some legal way of obtaining credits, under the wise direction of the state and the Great Houses, of course.

We therefore petition for this small reform to mitigate this problem.
