Instead of a negative correlation (that would imply that deterrent works) between harsher penalties (longer sentences, resulting in a significantly higher portion of the population being incarcerated, and capital punishment) and crime figures we can actually see a positive correlation. The harsher penalties (longer sentences...) correlate positively with amount of crime.

Harsher penalties seem (in light of their actual consequences) to be more accurately described as incitements, rather than deterrents.
