In light of increasingly international tensions, the imperialism of Dovani nations, continued international communist and religious extremism which has even affected our own nation we move to implement the following policies to safeguard our nation from threat foreign and domestic.

I.) HBSA
1. The Government will establish the Hutorian Border Security Agency.
2. HBSA will be run by a Director General as appointed by the Ministry of Internal Affairs and approved by the Prime Minister.
3. HBSA will be a "specially trained weapons unit" and be given access to militsry grade weaponry.
4. HBSA will have total authority for safeguarding our borders.
5. HBSA will be a federal law enforcement agency and have free reign to operate in any province.
6. HBSA will have its budget drawn from the Ministry of Internal Affairs.

II.) Enhanced Interrogation Techniques
1. The use of EIT will be limited Federal Law Enforcement, and Intelligence Agencies and specially designated military units with the following exceptions:
2. Only specially trained and designated units of the HFPS will be authorized to utilize EITs.
3. HBSA and HSEC do not have authority under this bill to utilize EITs.
4. The use of EITs will be limited solely to matters of national security
5. Only units operating underneath the command of the Hutorian Special Operations Command of the Hutorian Armed Forces will have thr authority to utilize EITs.

We agree with a lot of these articles regarding gun laws, however Articles 1 and 6 are gross violations of privacy, and cannot be allowed to pass, therefore we will vote against this bill.

Wouls the Governing Party be more open to this Bill if the Articles concerning Gun Control were put in a separate bill?

Furthermore we are still seeking feedback from all parties on this bill considering the gravity of the "Enhanced Interrogation Article".

MessageMr. Speaker,

The Liberal League is firmly opposed to torture under any circumstances. We believe that torture is morally reprehensible and should have no place in any civilized society. Beyond this, we argue that torture actually can make it more difficult to get accurate information. Someone under torture will say anything to spare themselves, even if they know nothing. This can easily lead to misinformation and could actually lead to an attack not being averted.
