Due to confusion of information and deliberate distortion of facts by individuals who will benefit, the powers of the High King need defining. Defining these powers will undoubtedly end the debate over the actual political authority of the High King.

I. The High King shall serve as the Head of State of Aloria.
A. The High King does not have the authority to pass legislation.
B. Authority to pass legislation resides in the democratically elected Senate.
II. In addition to being the Head of State, the High King is the Head of Nation of Aloria.
A. As Head of Nation, the High King serves as the focal point of national identity, unity, and pride.
B. The High King also serves to provide stability and continuity, recognize success and excellence of Alorian citizens, and supports voluntary service.
III. The High King is above political parties, therefore, may not be a member of any political party or faction.
IV. The High King has the right to be consulted by his government, the right to encourage the government, and the right to warn the government.
A. The High King may not interfere with the law, taxation, or the election of Senators to the Senate.
B. The High King is not exempt from being petitioned by the citizens of Aloria.
V. The High King must act on the advice of his government.
A. This includes granting assent to legislation and bestowing honors.
B. In contrast, the High King formally appoints the Steward, but only after an election in which a majority, coalition, or a minority government can be formed. The individual with the support of the Senate must be appointed Steward.
VI. The High King shall serve as the highest representative of Aloria on the national and international stage, requiring him to regularly tour Aloria and conduct the business of foreign affairs according to the advice of his government.
A. As the highest representative on the international stage, the High King receives foreign ambassadors and entertains foreign heads of state.
VII. The High King shall regularly meet with the Steward at a minimum of once per week.
VIII. The Senate shall be opened by the High King at the advice of his government.
IX. The High King shall sign Acts of the Senate at the advice of his government.
X. The High King and members of the Royal Family are prohibited from voting and holding elected office.
XI. All justice is to be carried out in the name of the High King in judiciaries independent of the executive and legislature.
XII. The High King may appoint senior judges at the advice of his government.
XIII. The High King may grant pardons or remit of penalties at the advice of his government.
XIV. The High King is Head of the Armed Forces.
A. All members of the armed forces swear allegiance to the High King.
B. As Head of the Armed Forces, the High King has the right to meet with key members of the armed forces and Ministry of Defense regularly at an interval no less than one week.
XV. The High King has the right to declare war and peace at the advice of his government.

We believe this act ensures the following:

1. The symbolic nature of the High King
2. The neutral nature of the High King
3. The authority of the government, which is democratically elected, to govern the nation.

These traits should be the answers to all questions regarding the High King. Any other wild accusations regarding His Majesty should undoubtedly be dismissed as conspiracy.
