This bill asks for a vote on Proposal 3 of the Alternate Cultural Protocol. The text of the proposal is as follows:

1. Under the title of "Cultural Quantum of Kalistan" We include the following text:

Kalistani Culture is made up of the following elements

Kali: 57% (divided into Kalkali and Ezadi)
Gao-Showa: 15% (was Mu-Tzi)
Enlians: 7%
Vintalli: 4%
Dunlakaan: 4% (was Duntrekkaans)
Asali: 4%
Delics: 4% (was Stazzii or Stadelii)
Asli: 2% (was Fia-Marchan)
Pensios: 2% (was Pensiah)
Other: 2%

Cultural Quantum is a term used in Kalistan to describe the relative influences of culture within Kalistan. Specifically, nearly people in Kalistan identify as "Kalistani", but that culture reflects contributions from several different ethnicities. The numbers listed above, as close as Kalistani sociologists and anthropologists can agree, are the strengths of each particular culture relative to the whole. For example, traditions specifically traced to Kali influences makes up roughly 57% of Kalistani Culture overall. The contributions of the various minor cultures extend primarily to naming and spoken language more than actual practice among the people.

4) After religions, we add the section called "Primary Spoken Languages in Kalistan" and the following text:

Languages: There are 22 official languages in Kalistan, and many unofficial ones, though almost everyone speaks one or both of only two related ones: Vrassan and Odufar. These are symbolized by English with American vocabulary and British pronuonciation for Vrassan, vice-versa for Odufar. Vrassan is spoken primarily in Vrassa, Ananto, and nothern Neveras, while Odufar is spoken primarily in Odufaray, Suldanor and southern Neveras.

The other languages are based off of the languages spoken by the various ethnic groups mentioned above.

Anantanese: Spoken primarily on Ananto, the 3rd major language of Kalistan. Very few people speak it as a first language. It is primarily the official language of the traditional Imperial Court, the Emperor, and so forth. It is rarely spoken at all on the mainland. Ancient Anantanese had it's own alphabet. Modern Anantanese uses a modified form of the Kalistani Alphabet.

Mu-Tze and Panmuan: Original language of the Mu-Tzi tribes. It is not often spoken as a first language, except in rural areas of Neveras, and is spoken primarily in Neveras and southwestern Odufaray. Panmuan is Mu-Tze with some "modernization" and written in the Kalistani Alphabet. Classical Mu-Tze is logographic.

Nearly all Kalistani citizens are multi-lingual, and speak at least two languages fluently. The following is a breakdown of primary language spoken as a First (Home) Language in Kalistan:

Vrassan- 49%
Odufar- 47%
Anantanese- 3%*
Other 1%"

*Use of Anantanese as a second language is quite widespread in Kalistan. The decline of cultural hegemons in other nations has opened the door to the readoption among a significant portion of the population for literacy and fluency in Anantanese. Modern Anantanese got an additional boost in the 40th Century with the rise of Parties that specifically adopted Anantanese and promoted the use of Anantanese alongside Vrassan and Odufar. across Kalistan.

2. The text of this bill replaces the relevant language to the same effect in the current Cultural Protocol.
3. This bill passes if 2/3rds of the Players with seats in Kalistan approve of it, as per the Game rule on the subject of RP rules.
