Mr Speaker, this bill incorporates the measures through which we intend to justify the cuts made in the department of Health and Social Services, which we insist must not come at the cost of a lower overall quality of our services, but rather as a result of a return towards a means-tested system of welfare which does not commit the folly of taxing the middle and upper classes at very high levels only to slip some of the money which was their own in the first place back to them through subsidies and benefits which they wouldn't require at all if we just let them keep more of their own income. In addition, we propose to transform the basic income system into a temporary support scheme only, as we believe that it is not a legitimate lifestyle option to refuse to take up a job while still reaping the benefits of other people's work. If weant a social safety net based on solidarity and fairness, then everyone will have to contribute their share and no one should be able to only claim benefits without paying anything in. Message | Mr. Speaker, Though we are amenable to measures that promote hard work over welfare, we are adamantly opposed to the curtailment of child benefit. The thing with family is that it is a universal value in our society: these values mean the same to us across classes and across the country, and therefore the value we place on it as a government should also be equal. Message | Mr Speaker, we also believe that the state should value children regardless of their social background, but we do not think that this must happen in monetary terms. Measures such as school choice, freedom of education and a favorable environment where family values are respected and cherished are much more important than that. Message | Mr Speaker, these basic necessities can be easily obtained by a combination of work and generous, yet means-tested public assistance if only one is willing to make a little contribution of one's own. A permanent basic income without any further conditions is not necessary to guarantee a broadly decent standard of living in our opinion. However, if SP is unwilling to support this bill as a whole, we will introduce article 1 separately once the Storting has decided on this version.
