Message | Herr President, As colleagues are no doubt well aware, colleague Opland recently made a passionate plea in the budget debate for a more localist and pluralist art subsidy policy. I am presenting this bill on her behalf in addition to my own. Folkepartiet is proud of Kazulia's cultural heritage. We are home to one of the strongest and most creative art scenes on the planet, especially in classical music, where our composers remain world-renowned. Art is alive and well in our society, and that's precisely why we find it so strange that we don't trust our society more and leave zero breathing space for the appreciation of art. By giving a blank cheque to every artist, we are taking away all incentive in society to help sustain our cultural legacy - we are strangling the real desire that exists in society to contribute to our nation's cultural life at birth. We're depriving citizens of the chance to be truly involved. That is why we propose to reform the subsidy policy in order to make our system more pluralist. In effect, what we're proposing is establishing a Kazulian Cultural Fund endowed with sufficient funds to judge on a case-by-case basis whether special artistic projects should receive a subsidy. This will allow us to give more breathing space to social and community initiatives in art, while not leaving the art sector to its own devices. We're linking this reform to a reform we proposed earlier to give local communities a larger stake in our cultural life. Our case for devolving the operation of libraries to local governments, which will make them both better value for money and better equipped to deal with the needs of each local community, has been elaborately put to this House in earlier debates. In addition, we also believe that Kazulia's rich historical and cultural diversity mandates the devolution of the operation of museums - this will have the added benefit of stimulating the tourist sector by allowing the local character of Kazulia's picturesque communities to come to the fore even further. Kazulia's culture belongs to all of us - it's time we allow our society back into the cultural world. I call upon colleagues to back this bill. Message | Herr President, Why shouldn't we left funding and operation of libraries and museums entirely to local governments? If we, as Mrs. Steffensen said before want to give give local communities a larger stake in our cultural life, we should leave all operations about libraries and museums to them. Høyre will support this Bill, because proposal is better then current state. But we are more in favour of leaving funding and operation of libraries and museums entirely to local governments. Message | Herr President, We are adamant that provision remains up to par. The local library is a place you go to discover new books, even those you didn't know you were looking for. It's important for our children's education. The same goes for certain museums which are so important - such as the National History Museum - we believe the state might want to earmark funds for them and should still be able to. How that provision happens is up to the municipalities and Fylkes - especially in the case of libraries, they might decide to contract them out and we would respect that decision so long as they ensure there is provision.
