Description[?]:

It is far too much power in the hands of one party to control both the positions of Consul and Quesetor. The people elect the Consul, so it is we, the members of the National Directory who should determine the Quesetor.

Thus we resolve the following:

1) The offices of Consul (or Head of State, bearing change of title) and Quesetor (or Head of Government, bearing change of title) shall not be filled by the same party.
2) Unless by general assent, or deference of the candidate, the office of Quesetor shall be filled by the second largest party.
3) The National Directory shall approve no cabinet whereupon the Quesetor is controlled by the same party as that of the Consul, nor of any cabinet not assigning the office of Quesetor to the rightfully chosen party.
