I'm increasingly worried about the decline of the value of citizenship in our society: the idea that you don't just live for yourself and your own environment, but also contribute towards the general well-being of Kazulmark. The decline of decency and manners isn't just a thing in Storting, but in our society at-large. I ask my colleagues to think about this: how often nowadays do you see a youngster rising to let a pensioner have their seat on a bus? How often, indeed, do we see the slightest consideration for our fellow Kazulian, even if he is wrong, for example if he doesn't give way when we should?

I am worried that our society is growing increasingly rough and coarse. That is why today, we are bringing a bill before Storting to mandate civilian service for all Kazulians upon completion of schooling. I think the problem is a lack of perspective. Thinking back to my own childhood, a major influence that made me realise not everyone in this country had it as good, that not everyone was as independent from others as we often assume, came from seeing my father's contribution to the lifes of many less fortunate citizens. I don't just mean the poor - I mean elderly people who were lonely because their loved ones had all passed away, and sick people in need of comfort. Seeing my father do all that made me realise that no matter how good I had it, there would always be people less well off than myself.

If we give more young people that perspective - if we introduce a civilian national service that puts them in touch with the poor, the elderly in care homes, asylum seekers desperate to integrate into our society - that we'll be able to stop our society from going in the wrong direction. I call upon Storting to consider this, and reinforce citizenship in Kazulmark.

To consider colleague Clausen's comment: our opposition to that act had nothing to do with national service, but with the endorsement of certain rather objectionable weapons also contained within that bill. We have always been in favour of national service, especially when that service has a societal rather than a military nature and serves the goal of social cohesion that has always been a priority for us.

this bill reveals the paternalist instincts of FP - when they say that "we" must "give a perspective", all she means is that the state must impose a certain idea of citizenship based on the idea that individuals are generally wretched and unsympathetic. Mr Speaker, the best way of reviving a sense of solidarity between people is to loosen dependency on the welfare state, which has, through its gradual expansion, successively substituted traditional networks and institutions of charity.
