| Message | Switch article 2 to "Commercial whaling is legal, but the government establishes whaling quotas." and we will support this bill. Some native groups use whaling not for profit, but for sustenance. The same can be said for local governments. Since both fish and whale populations easily cross the borders of local governments, we see it as reasonable to enforce federal quotas on the matter. |
