MessageI don't know how to proposed a bill of ratification of treaties. Also, my quotas of handing in the proposals in full since a bad policy produced by the Yokos which strictly regulate the quota.

Then when you have the treaty you want, there is a link to propose a bill that will ratify it.

However, I am guessing you want to ratify this.

In which case you already have to be in compliance with a treaty to ratify it - so if you want to ratify this first you need to change the laws so that all of Sekowo's laws comply with this.

Random fact: Whilst the use of non-English languages can be appropriate for nation names, party names, constitutional titles and other variables, English is the official language of communication in the game. All descriptive texts and public communications should be in English or at least appear alongside a full English translation.
