Proposed: Local governments may set up forestry agencies. Where they do not, forestry is on a commercial basis.

Message | Regulations on what private companies may do with forests are already in place. This is a case where if government need not be involved, it should not get involved. Larger government (even if it's prefectural), thus I vote nay. |
