As most wildlife and fish tend to have little regard for boundries and tend travel at around at will,
it makes it difficult for the central government to fully understand the actions of these critters. One
region may prefer to have a longer hunting and fishing season but are bound by the national
governments policy. Each region can have a wide difference in the number of animals and or fish
at any time period, local officals can determine these facts and make a more realistic decision.
