| Preamble: Whereas the state has an interest in establishing, regulating and maintaining degree granting institutes; Article 1: 1.1 That the state limit institutes that can grant university degrees to those which have received such a status from the Ministry of Education. 1.2 That the public post-secondary institutions that shall receive this charter shall be listed in Schedule A. 1.3 Subsequent public post-secondary institutions may receive a charter by a special motion adopted by this house.
