What we suggest is an attempt to formalise cabinet propositions to ensure fairness in the future. If no party receives an overall majority (currently 376 seats) then this would apply. 750 seats divided by the number of cabinet positions = a seat quota of 62.5. The number of seats party A receives is divided by 62.5. This equates to how many cabinet seats that party receives. (This is rounded for example 3.3 would equate to 3 seats 3.8 would equal 4 seats) If cabinet seats remain after the rounded allocation then the remaining seat would pass to the party with the highest remaining quota after rounding. For example party A has a quota figure of 1.2 party B 1.35. In that scenario party B would receive the remaining cabinet seat. The same would follow for all parties in the legislature. The largest party in the legislature automatically gains the finance and foreign minister posts. In the event a party refuses to sit in the national cabinet the seat quota is adjusted to reflect the parties that are willing. In the event of a fascist or dictatorship supporting party gains any seats in the legislature that party would be excluded from the national cabinet if all other parties agree and the seat quota would be adjusted accordingly. Preferences for ministerial positions would be negotiated between the parties themselves. |
