This prevents the chaos of multiple cabinet proposals after each election cycle, and more fully establishes the role of executive as Head of State and Government. | Message | Mr. Speaker, As recorded in the contemporary history of Rutania, a gentleman's agreement was once reached by the former parties (including our own) that a six-month period is given for each party to propose a cabinet one by one, starting from the largest party. Due to the sheer number of parties yet the de facto two-camp system, executive offices may not be proportional to the actual political divide.
