The speaker of the national parliament is the person who will control debates and keep them respectful for all parties. The speaker shall be a person from the party with the most seats. It cannot be a member of the cabinet! The party with the most seats is the Conservative party and therefore will have the speaker. The party nomination is John Roberts. He has set out the RP guidelines of the speaker if this bill goes through. The rules proposed are: -there shall be prime minister questions Where the opposition MUST ask at least 3 questions to the prime minister. This should happen at least once every week (real time). -the parties should respect each other and not be offensive. If a party breaks the rules it is up to the speaker to decide the consequence. 1 ) The first consequence is a 10 minute ban from debating. After this the party may join in again after they have calmed down. If this is Brocken then step 2 will be taken. 2 ) The second consequence is removal of a cabinet position for the party. -At the start of a debate message you must say Mr Speaker.
