This bill is created in order to protect the Wantuni culture from radical and unrealistic changes, in conformity to game rules (cf. http://forum.particracy.net/viewtopic.php?f=5&t=4374).

BRIEF PRE-GAME HISTORY
The ancestors of today's Kalopians were the first among Kalopia-Wantuni's ethnic groups to settle in the region, arriving from the continent of Artania. During antiquity, the ancient Kalopians founded numerous city-states, which in turn established many colonies throughout South Majatra. Later on, the territory of Kalopia-Wantuni was, wholly or in part, ruled by various empires on the continent, such as the Qedarite Empire (RL Carthaginian Empire), the Augustan Empire (RL Eastern Roman Empire), the Tokundian Empire (RL Serbian Empire + Bulgarian Empire), and the Ahmadi Caliphate (RL Islamic Caliphate), before becoming an independent nation under Majatran (Arab) rule in the 16th century under the name of Wantuni. In the 21st century Kalopia-Wantuni became a republic, beginning its modern history.

CULTURE
Kalopia-Wantuni is a multi-ethnic Balkan nation, primarily based on the RL Hellenic civilization at various stages of its history, as well as various cultures existing on the Balkan Peninsula and the Levant. Thus Kalopia-Wantuni’s main cultural influences are Classical Greece, Hellenistic Greece, the Balkans under Ottoman rule, Albania, Yugoslavia, and Syria.
Additionally, Kalopia-Wantuni can best be described as an unstable and occasionally genocidal Balkan nation, that has experienced long periods of single-party and/or minority rule, and where distrust and conflict between the nation’s ethnic and religious communities are a defining characteristic of its culture.

The Kalopians, based on RL Greeks, are the dominant ethnicity in Kalopia-Wantuni. Kalopians arrived in Majatra in antiquity, and during their Classical era, Kalopian city states were found throughout South Majatra. Kalopians have a culture primarily based on that of modern Greeks, but have numerous cultural elements from Ancient Greeks as well as Byzantine Greeks. Kalopians are the primary inhabitants of Minosasa and Mossavi, and the two regions are sometimes considered as constituting Kalopia proper.

The Sessoldians, a subdivision of the Kalopian people but sometimes considered an ethnicity of their own, are based on Pontic Greeks in culture and appearance, and the vast majority of them are followers of the various denominations of Ahmadism (RL Islam). Sessoldians constitute the majority population of Sessold.

The Wantunis are the largest ethnic minority of Kalopia-Wantuni, and they are a Majatran (RL Arabic) group. Wantunis arrived in Kalopia-Wantuni when its territory was conquered by the Ahmadi (Islamic) Caliphate, and their culture is based on that of Levantine Arabs, primarily Syrian Arabs. Wantunis are the majority population in Hondilton, which is sometimes considered Wantuni proper, and are mostly adherents to Queranzariah (RL Sunni Islam), with significant numbers adhering to the Apostolic Church of the East (RL Eastern Christianity), and a few practicing Abadism (Shia Islam) and Halawism (Alevism and Alawism).

The Siphinans are descended from Deltarians and arrived in the Siphina region of Wantuni around 500 - 600 CE, and have since distinguished themselves from the Deltarians and Wantunis linguistically and religiously. Siphinans are based on RL Albanians in culture and appearance, and form the largest ethnic group in the Siphina region. Siphinans are religiously divided between Halawism (RL Alevism and Alawism), a heterodox offshoot of Abadism (RL Shia Islam), and the Terran Patriarchal Church, the dominant denomination in neighbouring Deltaria.

The Istochniaks are another Deltarian ethnic group on the territory of Kalopia-Wantuni. Istochniaks are based on RL Bosniaks in culture and appearance, and are closely related to Tokundians (RL Serbs). Istochniaks are primarily adherents of the various denominations of Ahmadism (RL Islam).

The Arbanians are a Selucic (RL Romance) ethnic group in Kalopia-Wantuni, and are based on RL Aromanians and other Balkan Vlach peoples in culture and appearance. Arbanians are closely related to Ushalandans (RL Romanians), an ethnic group in the nation of Deltaria. Traditionally leading a pastoral and semi-nomadic lifestyle, Arbanians form scattered communities across Siphina, Sessold, and Minosasa. Most Arbanians belong to the Terran Patriarchal Church.

The Turjaks are another ethnic minority in Kalopia-Wantuni, and are based on RL Turks and Azeris in culture and appearance. Turjaks are mostly concentrated in Hondilton, primarily across the border with Jakania, their traditional homeland. Most Turjaks are Queranzaris (RL Sunni Muslim), with a large number of them practicing Abadism and Halawism.

The Kalopian ethnic group speaks Kalopian. Some Kalopians, particularly those from well-to-do backgrounds, speak Ancient Kalopian as evidence of their prestige, though this tradition is fast fading and previous regimes have actively sought to destroy both ancient and modern Kalopian, with more success on the former count. Sessoldians speak Sessoldian, a language closely related to Kalopian (sometimes considered a Kalopian dialect), and which preserves a number of features of Ancient Kalopian that the modern Kalopian language has lost. The Wantuni minority speaks Majatran, and for some time that was the only officially recognized language of the nation. The Siphinans speak Siphinan amongst themselves though most became versed in Kalopian during Kalopian rule and Majatran during Wantuni rule, and so have served as interpreters in some cases. Istochniak, a Delic (RL Slavic) language, is closely related to Tokundian (RL Serbian), a language spoken in neighboring Deltaria and the nation of Cobura, to the point of mutual intelligibility. Arbanian is a South Selucic (RL Eastern Romance) language that is closely related to Ushalandan (RL Romanian), a language of Deltaria. The Turjak language is spoken both in Kalopia-Wantuni and in neighbouring Jakania by the Turjak people.

The most widely practiced religion in Kalopia is Ahmadism, a religion that was founded in 1186 and believes Akim to be the only God and Ahmad to be his Prophet. The most followed Ahmadi denomination in Kalopia-Wantuni is Queranzariah, the mainstream branch of Ahmadism, and it is primarily adhered to by Wantunis. Abadism, a more heterodox branch of Ahmadism that also worships the Holy Spirits in addition to Akim, is fairly prevalent among Wantunis, Siphinans, and Turjaks, but it is generally discouraged and looked down upon by most ethnic Wantunis. Halawism is a mystical sect originating in Abadism that incorporates elements of Hosianism, and is the religion of most Siphinans, while also being practiced by small groups of Wantunis, Istochniaks, and Turjaks.
The second largest religion in Kalopia-Wantuni is Hosianism, a religion founded in 1 CE which believes Eliyahu of Yishelem to be the Spirit of God and the Saviour of mankind. The largest Hosian denomination is theTheognosian Church, a Patriarchal (RL Catholic/Orthodox) branch of Hosianism which split from the other churches in 2154. The Apostolic Church of the East, an Eastern Hosian denomination, is widely practiced by the Majatrans that do not adhere to Ahmadism. The Terran Patriarchal Church, a denomination based in the nation of Deltaria, is practiced by the Arbanians, with a significant minority of Siphinans also belonging to the church.There are also small numbers of believers in Yeudism.


NAMING:
Characters should have mostly Greek or Arabic names, with small numbers of Muslim Greek, Albanian, Bosnian, Aromanian, and Turkish names. It is advised that party names are in Greek and/or Arabic.

MessageThis does not meet the requirements of section 16 of the Game Rules (see http://forum.particracy.net/viewtopic.php?f=11&t=6363 ), specifically the requirement for at least 1 of the parties sponsoring the update to have been continuously active in the nation for at least 1 month. No links have been provided to help with character naming and language translations either; that is also a requirement for Cultural Protocols now.
