MessageWhy does finance need 10Billion? Surely that is basically money for running the finance department, we can't see what else they do that requires a figure of 10billion? That would be money better invested in defence.

MessageFinance funds tax collection. Tax collection is an expensive procedure whose cost increases as the amount collected increases. It is also the department that can least afford to be under-funded, as doing so would lead to insufficient or inefficient collection of required revenues.
