| In regard to the discussion on the CCC Omnibus Bill, the Premier has proposed the following Legislation. The Tax portion will have to wait with regard to the salary cap, until a new Government is enacted. However, the other three bills, the Workers' Council, the National Anthem, and the Eminent Domain issue, will be represented in this bill. We also shall add the stipulations there is no option with regard to DWC which removes Government encouragement for them, we will add Language to Proposal 2 which amends it to read "Though the Government may not force DWC's to exist, where they do exist they shall be permitted to remain, and in all other businesses, workers may negotiate, as far as collective bargaining is concerned, the right to form a Democratic Workers Council, if this can be agreed upon by both sides of the negotiation. Where Democratic Workers Councils exist they must be fully recognized by business. And with regard to the Eminent Domain issue, we will add to the provision the following language: "Any and all property seized by the state under eminent domain laws may only be transferred after a ruling by a duly appointed Justice in the National Court, following a procedure where the Government must state the reason for the seizure and in doing so must satisfy the judge as to the absolute necessity of the seizure, and compensation must be agreed to by both sides before any transfer is effected." We have added an appeal process for Compensation setting to reflect this last part. We trust this act will satisfy the concerns of the CCC. But we encourage comment before we move this bill to a vote. |

Proposed: Children are not made to sing the national anthem, but are required to show respect when it is played at the commencement of school each day.
Article 2
Proposal[?] to change Government policy on Democratic Workers' Councils.
Old value:: The government encourages the formation of Democratic Workers' Councils through subsidies and tax exemptions.
Current: The government requires most industries to be fully run by Democratic Workers' Councils.
Proposed: The government does not intervene in the marketplace with regards to Democratic Workers' Councils.
Article 3
Proposal[?] to change Eminent domain compensation (if eminent domain is legal).
Old value:: The victim of eminent domain determines just compensation.
Current: A neutral body appointed by the courts determines the compensation, either party may appeal.
Proposed: The victim of eminent domain sets compensation, government can appeal to the courts if they deem the cost too high.
