Over the past few years, Rutania has seen numerous important constitutional changes:
1. Moving from a semi-presidential to a fully-presidential system and back again
2. The creation of the office of the Prime Minister as leader of the cabinet (though temporarily vacated during the presidential period)
3. The resulting changes to the role of the Speaker of the House
4. A gradual enlargement of the House of Representatives from 250, to 300, then to 500 seats
5. A more explicitly federal structure
6. A new flag

The Commonwealth of Rutania has therefore changed beyond recognition. We propose to draw a line under the Commonwealth period, and formalise Rutania's transition to a new constitution under a new name. We in the DSPR propose a name which reflects Rutania's federal structure:

Though other suggestions are welcome.

(OOC: I think we should do this given recent changes, and also so that we can move to a new wiki page which can be kept properly updated from the 'year zero' of the new constitution. If elections could be made less regular, I'd volunteer to keep the page updated. If there is general agreement on this, and if we can agree on a name as we agreed on a flag, I'll put it to a vote [which needs a 2/3 majority before moderation will implement].)

MessageOOC: I am usually a fan of the term "Commonwealth" - it actually has quite leftist connotations. However, it is true that Rutania has changed quite a lot as the DSRP has highlighted. The only problem with explicitly stating that the country is a federation is that it relies on many laws remaning as being determined by local governments. In the future that could change and the country could no longer describe itself as a federation which would then realistically require a name change. Remember, a federation is a rather loose(ish) union of individual states e.g. USA, Australia, Brazil that have some degree of autonomy. I am, therefore, cautious.

However, currently Rutania could pass off as a federation, so if this notion has support I will go with the flow. Rather than "Rutanian Federation" (which looks remarkably like "Russian Federation"), I would prefer the less snazzy "Federation of Rutania".

Or how about "Rutanian Union", "Union of Rutania", or "United Rutanian States"? "Rutanian Federal Republic"?

MessageWe agree with the DSPR, we were always fan of Rutania being called the Rutanian Federal Republic, but Rutanian Federation should also be possible to accept. As long if it's not called Rutanian Union or Union of Rutania we agree with the DSPR.

MessageOOC: I do think that Commonwealth is a term that can survive throughout the years for a reason: it's flexibility. So I think if we are changing it to federation, the flexibility will be lost and names would have to change from one decade to another. A personal experience here is that after being inactive for a month or so, the whole Commonwealth just wasn't like what it was one month ago, so I think we should leave the name as it is unless the RMP gets their way and elect a monarchy. Players come and go quite often, yet the name stays, so it is important for us to consider the flexibility and adaptability of each name.

We agree with the DSPR on the name change, however I was elected leader of my party and to deliver promises made in the manifesto, in our manifesto it clearly states we would prefer a name change to the Union of Rutania. We need to change our name from the commonwealth, but it needs to be flexible and it needs to be modern and civilised. We ask the parties to think about our proposal carefully.

After a partywide referendum, the R!R will agree with the DSRP in backing the name Union of Rutania, or else our party shall vote against the name change, unless New proposals have been put forth to the House.

We in the DSPR prefer the current name to 'Union of Rutania'. We have another suggestion: Federal Republic of Rutania, though we stand by our earlier suggestion also, which is our first preference.

MessageOOC: As soon as I read "Federal Republic" I just think of Germany. I think "Union of Rutania" is the most unique, although my favourite is "Rutanian Union". However, if we can't all agree what we would change it to then I suppose we could just keep it the same? "Commonwealth" isn't that bad in my opinion and suggests an egalitarian society.
